      Proceedings of the November 1986 Workshop on Health Manpower Shortage Area (HMSA) Designation are presented. The workshop was designed to facilitate cooperative efforts among the different federal and state health agencies that are involved in the planning and delivery of health care services. The purpose of the workshop was to improve understanding and use of the HMSA designation criteria and guidelines and to solicit recommendations on how to improve the process and procedures. Contents include: a review of the mission and organization of the Health Resources and Services Administration, background information on health manpower shortage area designation, the current criteria for designating shortage areas, and the role of state agencies. Additional contents cover: trends in the geographic distribution and diffusion of physicians and the projected impact on the number of HMSAs and number needed; the involvement of the American Medical Association in the HMSA review process; problems with HMSA designation; federal and state programs related to HMSA designation; professional association involvement in the HMSA review process; and current efforts at revising HMSA criteria and guidelines.
