Points out that the goal of the North Vietnamese leaders in the capture of the South Vietnamese province capital of Phuoc Binh is to force the United States to stop supporting South Vietnamese President Nguyen Van Thieu. Argument by the North Vietnamese that Thieu has been blocking the implementation of all the major provisions of the Paris agreement; Threat by the North Vietnamese to continue military action if the U.S. continues to support Thieu; Willingness of the North Vietnamese to continue diplomatic negotiations with the U.S. but not until the U.S. has changed its policy toward Thieu.
