      The article discusses the decline in the number of high school graduates participating in the New Jersey Student Tuition Assistance Reward Scholarship (NJ STARS) college scholarship program, by nearly half since the peak of the program in 2008-09, when access became limited to control costs. It discusses possible reasons why students are not continuing on to obtain a bachelor' degree, decline by over half in state funding for program, and changes in eligibility and funding of scholarship.
