      The article focuses on the book "The State, Technology and Industrialization in Africa," by Jeffrey James. The book examines some paradoxical aspects of public sector technological and other economic behavior in sub-Saharan Africa. The book explores why state-owned enterprises in Tanzania chose highly disparate types of technology and reviews the "bureaucratic choice of technique" explanation for the behavior. It is argued that bureaucratic choice of technique explains the similarity in the technological behavior of public enterprises between capitalist Kenya and socialist Tanzania.
