It's not that the public has been kept in ignorance of the activities of lobbyists, some 80,000 of them, inside the Beltway. Reporters have offered vivid accounts in recent months of hands no longer hidden but openly writing laws in the committee rooms and passing them to their client politicians for the rubber-stamp of their votes. Bob Packwood, Senator from Oregon, wrote in the spring of 1992, "What was said in that room would be enough to convict us all of something. He was talking about a meeting with Senator Phil Gramm, in which the latter discussed putting $100,000 in "soft money" into Oregon to help Packwood in a re-election race.
