      This paper presents new elements of fiscal rules for the EU countries in the socalled "fiscal pact". It shows a change in fiscal policy in Poland from anti-cyclical expansionary in 2003-2004 to pro cyclical expansionary in 2010-2011 as a result of strengthening the fiscal rules. 'Fiscal Pact' enables sustainable fiscal policy at the national level through the introduction of a constitutional rule of the structural budget balance. [ABSTRACT FROM AUTHOR]

      Artykuł przedstawia nowe elementy reguł fiskalnych dla krajów UE zawarte w tzw. pakcie fiskalnym. Pokazuje zmianę polityki fiskalnej w Polsce z ekspansywnej antycyklicznej w latach 2003-2004 na ekspansywną procykliczną w latach 2010-2011 na skutek wzmocnienia reguł fiskalnych. „Pakt fiskalny" daje możliwość stabilnej polityki fiskalnej na szczeblu krajowym poprzez wprowadzenie konstytucyjnej reguły strukturalnej równowagi budżetowej.
