LOCAL GOVERNMENT IN ITS RELATIONS WITH CENTRAL GOVERNMENT - PRESENTATION OF SURVEY RESULTS. (English)

The article discusses an issue of relations of local government with the central government administration. This issue is important from the point of view of cooperation of different levels of public administration within the system they compose, and from the point of view of the implementation of one of the adopted management practices in the EU as describet in the European Union Paper on Governance, which is multi-level governance. The article tries to identify the scale and nature of the links between communities and central government in Poland and their evaluation. [ABSTRACT FROM AUTHOR]

Artykuł podejmuje problematykę relacji samorządu gminnego z administracją rządową. Problematyka ta jest istotna z punktu widzenia współpracy różnych poziomów administracji publicznej w ramach systemu, który tworzą, a także w kontekście realizacji jednej z przyjętych w Europejskiej Księdze nt. Rządzenia metod zarządzania w UE, jaką jest współzarządzanie wielopasmowe. Artykuł ma na celu wskazanie skali i charakteru powiązań pomiędzy gminami a administracją rządową w Polsce oraz ich ocenę.
