      The article looks at the ballot for the May 1, 1993 Senatorial elections in Texas. It is speculated that former congressman and state Railroad Commissioner Bob Krueger will sure make the runoff for the Democrats. Krueger was appointed to the job by Governor Ann Richards and he is the only major Democrat in the race. But according to a poll on April 16, Krueger has just 25% of voter support against a combined 38% for Republican candidates State Treasurer Kay Hutchison, Congressmen Jack Fields and Joe Barton. It is argued however that it is not fair to compare Krueger's electioneering campaign with Bill Clinton. For Clinton did not carry Texas, it was George Bush who did. In fact, a Texas Poll in February showed that Clinton's approval ratings was just 27%. Furthermore, there is a complicating factor not of Clinton's doing. On the same ballot the senatorial candidates appears a proposed state constitutional amendment to the redistribution of locally raised property-tax revenues. The purpose of putting such measure before the voters is to solicit sentiment for a personal income tax. Both the Democratic and Republican parties are opposing the measure.
