      The article argues that neighborhood self-government would help resolve both the social unrest and the episodes of injustices in the U.S. in the aftermath of the Los Angeles, California mass riots in April 1992. The concept of grassroots community self-government provides for an effective combination of individual private enterprise and public action. It is a rediscovery in two ideas. First, it was the basis for the Great Society's idea of community action. And second, it was the basis of the U.S. success in maintaining a democratic republic during the 19th century. Its effect is on the actual and potential leadership elements of the community.
