      The European community is developing a security strategy for migrants which clashes with the wish of many of them not to favour a particular country for indeterminate période settlement. The use of immigrants for precise economic needs is leading Europe and its member states to build «intelligent borders» enabling them to identify people considered as «high-risk», by means of a Visa Information System. An obsession with fraud is also leading to the use of biometrics in a more sophisticated proactive approach than the essentially reactive strategy governing security matters as a whole.       La Communauté européenne développe par rapport aux migrants une stratégie sécuritaire qui va à rencontre de la volonté de nombre d'entre eux de ne pas privilégier un pays particulier pour s'y installer définitivement. L'utilisation des immigrés dans le cadre de besoins économiques précis conduit l'Europe et les Etats membres à construire des « frontières intelligentes » permettant de repérer les personnes considérées à risque autour d'un « Visa Information System ». D'autre part, une obsession de la fraude amène à utiliser la biométrie dans une stratégie proactive plus sophistiquée que celle qui régit l'ensemble de a problématique sécuritaire, davantage réactive.
