ANALYSIS OF REVENUE OF LUBLIN VOIVODESHIP COMMUNES IN 2004-2009.

This paper analyses the incomes of Lublin Voivodeship communes in 2004- -2009. The communes of Lublin Voivodeship are the poorest ones among all the communes in Poland. The amendments to incomes shaping methods concerning territorial self-governments units which have changed since 2004 did not have positive impact on the financial situation of Lublin Voivodeship communes as well as on the level of their self-dependence. New regulations made the commune incomes level dependent on economic conjuncture and the degree of region's economic development. Moreover the changes in the financial situation of self-governments units have been determined since 2004 by an opportunity to gain nonreturnable appropriations from the European Union budget. Celem poniższego opracowania jest analiza dochodów, jakimi dysponowały gminy województwa lubelskiego w latach 2004-2009. Są one gminami najbiedniejszymi w kraju. Obowiązujące od 2004 r. zmiany sposobu kształtowania dochodów jednostek samorządu terytorialnego nie wpłynęły pozytywnie na sytuację finansową gmin województwa lubelskiego i poziom ich samodzielności. Nowe przepisy uzależniały poziom osiąganych przez gminy dochodów od koniunktury gospodarczej i stopnia rozwoju gospodarczego regionu. Zmiany w sytuacji finansowej jednostek samorządowych zdeterminowane były również od tego roku możliwością pozyskiwania bezzwrotnych środków z budżetu Unii Europejskiej. [ABSTRACT FROM AUTHOR]
