The article discusses the history of U.S. Supreme Court rulings regarding racial issues, noting that the case Brown v. Board of Education was an exception to the court's support for racial segregation. The influence of U.S. presidents who are unfriendly to civil rights in appointing Supreme Court Justices is noted as a factor in reversing school desegregation and affirmative action. U.S. public opinion regarding racial issues is discussed in light of the election of officials who opposed civil rights legislation, particularly former U.S. President Richard Nixon.
