      This article examines the issue of access to/utilization of the Baltic Sea and the question of the political and economic security of the Second Polish Republic. The author begins by noting that the Polish boundaries after the signing of the Treaty of Versailles (1919) gave Poland a Baltic coastline that was generally deemed unsatisfactory by the Polish government and, thus, spurred Polish political endeavors to make the Baltic Sea an open sea. The author then traces Polish governmental policy vis-a-vis access to/utilization of the Baltic Sea. Focusing on the creation of the Polish navy and the merchant marine, he notes financial and political shortcomings in the efforts to create a viable Polish military naval force. While Poland's merchant marine fared better and contributed to Poland's growth and development, he notes that it also did not receive the attention it merited.
