      Employee stock-ownership plans (ESOP's) were spurred into creation by Congress in the 1970s on the theory they could give workers a stake in their companies & boost productivity & profits. The number of ESOP's rose to over 8,000 plans covering 7.8 million workers. But ESOP's have become one more wrinkle in the unproductive asset shuffling of America & questions about their viability, & their fate, are at the center of debate.
