      When Congress lowered tax rates last year, it also eliminated key tax breaks for some of the nation's dirtiest industries, such as nuclear and coal-fired plants, sod- and swamp-busting, and industrial-park projects. The new law is a big step toward more efficient use of both money and natural resources. Conservationists still have a long list of reforms, though, but a start has been made.
