The article reports that Metropolitan Transportation Authority's chairman Joseph J. Lhota has requested billions to the U.S. Congress for the recovery of the transportation system in New York damaged by Hurricane Sandy. It states that securing money from the administration of U.S. President Barack Obama and the Congress could be difficult as they are jockeying over spending cuts and tax increases. Moreover, Lhota did not provided an estimate needed for the system upgrade.
