      A successful city must have a very distinctive urban culture topic as its coordinate and axis, Shanghai should lift the banner of "Jiangnan urban culture". Beijing should take the European model, while Shanghai closes to the U.S. model. Shanghai wants to be an international cultural metropolis, it should have a specific follow-up security measures on a specific path and strategy. The construction of Shanghai international cultural metropolis at least has some plans to the target in 2020, along with international metropolis. Shanghai's cultural objectives should be the "international cultural metropolitan area" in long-term development goals. Combining the Exhibition Centre City Development Goal and the " four centers", and through the market leader, brand development to restore the status of the international metropolis of Shanghai. An important factor restricting China's film "going out" is issue, Shanghai is currently very lack of the issuer on the aspect.
