      NEWBURGH, N.Y. IT would be easy enough to forget where you are -- sipping a cocktail in the dining room at Torches on the Hudson, perhaps, gazing out the window as the setting sun glints on the surface of the river, with tickets to a show at the nearby Railroad Playhouse in your pocket. This is indeed Newburgh, though, where drugs and gang violence are galling problems for local and federal authorities and where it is not entirely paranoid to wonder if your car might be vandalized as you nurse that drink.
