      The article discusses declining poverty in Latin America. Between 1990 and 2011 the poverty rate has declined from 48.4% to 30.4%, according to the United Nations Commission for Latin America and the Caribbean. Contributing factors include rising gross domestic product in the region, and improved targeting of social programs that aid the poor.
