The article offers information on the U.S. government's attempt to apply the False Claims Act (FCA) on the quality-of-care (QoC) charges against nursing homes. It mentions the three theories used to deal with QoC issues such as worthless service, implied false certification, and the express false certification theory. Moreover, the FAC was not proven as the best means to advance allegations regarding QoC issues.
