      FOR all the talk of the indignities meted out by this cold, wet winter, there are few indications that anyone is actually doing something about the weather. In the bigger picture, though, federal regulators are taking significant action on the climate front, in the form of more stringent Corporate Average Fuel Economy standards covering vehicles to be made in the 2012-16 model years. The effects of this effort -- in simplest terms, a reduction in greenhouse gas emissions -- may not be apparent in the five-day forecast on tonight's 11 o'clock news, but they will soon be visible on the window stickers of new cars.
