The article presents a study conducted by the Government Accountability Office (GAO) on the proposal of the Department of Homeland Security (DHS) to move foot-and-mouth disease (FMD) research from its current location at the Plum Island Animal Disease Center onto the U.S. mainland. GAO found that DHS lacks evidence to conclude that the work with FMD can be done safely on the mainland. GAO discovered that DHS relied on a study conducted by the Department of Agriculture (DA) in 2002.
