      The article reports on the verdict of a board of inquiry at Washington Navy Yard that found U.S. Navy Captain Holly Graf, former skipper of the cruiser Cowpens, had engaged in misconduct and conduct unbecoming an officer for the cruelty and maltreatment toward her crew. The recommendation made by the panel of three rear admirals was separation from the Navy with a general discharge but be permitted to retire as a captain. The panels were Rear Admirals Gretchen Herbert, James McManamon and presiding officer Mark Buzby.
