      In this article the author discusses the need for environmental monitoring to support better water-quality regulation in Canada. He notes that environmental monitoring projects for the waterways of Alberta are poorly designed and sporadic. He says that there is a need for better water-quality monitoring, which should be followed by moderation in the development of oil sands. It adds that Environment Canada should take responsibility for supervising Athabasca River and the river's tributaries.
