The article focuses on the initiatives of U.S. President Jimmy Carter Administration to soothe businesses in the midst of economic crisis. Secretary of the Treasury W. Michael Blumenthal and his steering committee call Carter to convince business and the nation that he does have a thought-out economic strategy. Carter delivers a barrage of pronouncements that add up to a coherent program of tax cuts, tight budget, and an anti-inflation program. He also proposes a 400 million dollars to companies that hire hard-to-employ workers.
