      The article reports on the absence of proposals by the Canadian government on the shipbuilding industry in 2010 and the interweaving of its military procurement plans on the matter. Ottawa reportedly does not seem capable of actually placing orders for the expected new vessels for the navy and coast guard. It is stated that ordering new equipment should be performed only by the Department of National Defense, rather than have the duty shared with other bodies, in order to streamline the bureaucracy.
