Abstract: A comparison of the process of democratization in Chile and Argentina. Utilising models of citizenship, the book examines the impact of constitutional change, institutional development and participation in both political parties and social movements from the perspective of the citizen. It finds that citizen participation, once dominated by the welfare model, has been enhanced by the individualism associated with neo-liberalism in relation to local, social issues but that elite relationships dominate political activity in the formal political arena.
