The article discusses problems plaguing the U.S. Environmental Protection Agency's (EPA) Comprehensive Environmental Response, Compensation and Liability Act (Superfund) program which is charged with cleaning up the nation's worst toxic waste sites. The author describes the mining town of Picher, Oklahoma, and its Tar Creek Superfund site which researchers say has exposed its residents to lead, arsenic and manganese. Many Superfund sites have taken decades to clean up and experts note that the program is underfunded and unable to meet the needs of communities on or around Superfund sites.
