      The article offers the author's insight on the issue related to no-fishing zones which started with former U.S. President Bill Clinton's executive order to shut down fishing at the Flower Gardens in Galveston, Texas. He points out that thousands of anglers in the region are off limits as the U.S. Fish and Wildlife Service (USFWS) shuts down fishing in the Sabine National Wildlife Refuge (NWR) without a good reason. He comments that the issue will affect the low to middle income bank fishermen.
