      The author examines the expansions in Medicaid coverage of young children as enacted by the United States Congress for the past five years. Although these expansions demonstrate the conviction of policymakers that the country need to invest in the health of its children, the author sees that federal and state policymakers need to evaluate such program changes if these are giving the desired results. Furthermore, he believes that the Medicaid program cannot be accessed by the children unless fee levels are sufficient to obtain physician participation in the program.
