      This paper has two purposes. First, it reports an empirical study of the consistency of the relationship between market and assessed values of single family dwellings for certain areas of the City of Pittsburgh. Such a consistent relationship is supposed to be official assessment policy for single family dwellings at the very least (although folklore has it that, official policy or not, business type uses are assessed differently from residences). Secondly, the methodology of the empirical work forms the basis for suggestions concerning some managerial checks and controls upon the actual practice of making assessments. [ABSTRACT FROM AUTHOR]
