      The article presents a memorandum for the U.S. Secretary of State, Secretary of Defense and the Attorney General on the assignment of functions under the National Defense Authorization Act 2010, Department of Homeland Security Appropriations Act 2010 and Department of the Interior, Environment and Related Agencies Appropriations Act 2010. Under these legislation, the Secretary of Defense and Attorney General are instructed to provide consultation regarding detainees who will remain in the custody of the Department of Defense and Department of Justice.
