REMITTANCES AND DEVELOPMENT IN LATIN AMERICA. MYTHS AND FACTS. (English)

The level of remittances is not only a public opinion issue, but an emerging topic in politics and the social sciences. However, there is no consensus on the social effects and economic impacts of remittances. On one hand, international development organizations, as well as several governments, have paid special attention to remittances as a tool that would contribute to the reduction of poverty and to the development of the regions of origin of international migration. On the other hand, many academics and civil society organizations are skeptical, as they think that remittances are just transfers between individuals, which can not substitute the state and the market's role in the promotion of economic development and the well-being of the population. This article contributes to this debate from a positive point of view with analytical elements and empirical information that allow us to take a critical view of the role of remittances in the development of Latin America. Los volúmenes que han alcanzado las remesas, hacen que ellas se vuelvan no sólo visibles a los ojos de la sociedad, sino que las convierten en un importante tema de debate político y académico. No obstante, no parece haber un consenso en torno al significado y magnitud de los efectos sociales e impactos económicos de las remesas. Por un lado, organismos internacionales de ayuda y promoción del desarrollo, así como diversos gobiernos nacionales, dedican una atención especial a las remesas como un instrumento que contribuiría a reducir la pobreza y fomentar el desarrollo de las regiones de origen de la migración internacional. Por otro lado, desde ámbitos académicos y organismos de la sociedad civil, se cuestionan estos enfoques aduciendo que en esencia las remesas son transferencias privadas entre particulares, que por lo mismo, no pueden sustituir la responsabilidad del Estado y la acción del mercado en la promoción del desarrollo económico y el bienestar de la población. Considerando los alcances de este debate, en este artículo nos interesa contribuir a él desde una perspectiva propositiva aportando elementos analíticos e información empírica que contribuyan a sustentar una posición crítica en torno al papel de las remesas en el desarrollo en América Latina.
