- Abstract: The article compares the apparatuses of control of Caribbean and Sub-Saharan emigration by boat. It puts in parallel the economic notion of externalisation in the context of globalisation with the management of migratory movements. The growing "maritimisation" of West Indies emigration to the United States, and that, more recent, of Sub-Saharans to Europe, answers the hardening of the migration policies of the "Norths" and the establishment of increasingly sophisticated border apparatuses. Such a similarity in political choices is currently embodied by the so-called "externalisation" of the borders of "Northern" countries. The comparison between these two migratory spaces can help in understanding this transposition from the grammar of economics to the grammar of geopolitics, and in clarifying the implications of such policies for the dynamics of contemporary flows of persons.
