      The article reports on the rulemaking proceeding of the California Public Utilities Commission (PUC) to implement reforms of the California High Cost Fund-B (CHCF-B). The proceeding comes after the PUC has adopted several reforms to the CHCF-B program in September 2007, which sees a 74 percent reduction in subsidy expenditures. Starting July 1, 2009, high-cost support will be limited to a proximate cost of $36 in areas with basic access lines.
