      Outlining the provisions of current immigration law, this article highlights the tension between the family reunification goals that dominate current U.S. policy and the employment policy goals that immigration reform proposals stress. It also describes the enforcement options that confront the country, pointing out the unintended consequences of stepped-up enforcement efforts and the difficult trade-offs entailed by proposals.
