The article discusses legal difficulties related to the Klamath River in Oregon and California. The Klamath used to be well-known for its salmon, but after a series of dams were built by Pacific Power, the salmon have been unable to swim all the way upstream to the places they used to breed. The dams have also caused temperature fluctuations that have caused diseases in salmon. Additionally, farmers in Oregon use river water to irrigate their fields, which lowers water levels.
