      This article focuses on the implementation of the statutory retransmission consent in the U.S. and other federal rules concerning negotiations between a programmer and a multichannel video programming distributor (MVPD). It highlights the use of the rules to address the increase negotiating impasses between a programmer and distributor. The use of the retransmission consent requirement by local broadcasters to demand cash payment from cable companies is also discussed.
