      The article discusses the work done by Mitch Landrieu, lieutenant governor of Louisiana. Landrieu has worked hard in Louisiana to build and expand libraries, especially after the damage done by Hurricane Katrina in 2005. Landrieu says that after the hurricane, people were homeless and flocked to community libraries as a place of refuge. He thinks libraries are useful in times of crisis and times of tranquility.
