Chapter 9 of the book "Reclaiming Development: An Alternative Economic Policy Manual" is presented. It focuses on policies towards international private capital flows, which consist of three main types, namely, foreign bank borrowing, portfolio investment (PI) and foreign direct investment (FDI). It notes that foreign bank borrowing strengthens the necessity for appropriate economic policy reforms. It states that portfolio investment provides companies and governments access to the vast pool of capital available on global financial markets.
