This article discusses the January 2006 strike of teachers in Oaxaca, Mexico. The strike was triggered by the refusal of Ulises Ruiz, Oaxaca's Partido Revolucionario Institucional (PRI) governor, to negotiate a higher base salary. Protesting teachers took over the central business district of Oaxaca for six months. When Ruiz set a deadline for the teachers' return to classes, the teachers blockaded highways and Oaxaca's international airport. Newspaper correspondent Pedro Matías told a visiting Rights Action Emergency Human Rights delegation that the strike divided the city. The author says Oaxaca has been known as one of Mexico's most corrupt states.
