      The article examines the strategy used by the national libraries to solve the problem of preservation in the digital information environment in the case of the Library of Congress in Japan. According to the author, preservation problem due to access in electronic resources becomes more complicated, and that national library are having difficulties in solving it. Furthermore, the author states that the formation of national preservation programs, defining of roles and responsibilities, and cooperative effort are very important to national libraries.
