      The article focuses on precollege education legislation which will be signed into law in 1983. In 1982, U.S. president Ronald Reagan tried to eliminate the National School Foundation's (NSF) program for precollege science and math education. His fiscal year 1984 budget reveals a new concern about the quality of secondary education. It raises the budget for NSF's science education program and includes $50 million for a new effort at the U.S. Department of Education for the training of additional science and math teachers. The legislation got bipartisan support in the Congress for a federal initiative in science and math precollege education.
