      The article examines the role of Defense Minister Bill Graham, Foreign Affairs Minister Pierre Pettigrew and International Trade Minister Jim Peterson in shaping Canada's foreign and defense policy. It is expected that foreign and defense policy under the Liberal Prime Minister Paul Martin will be better received than under former Prime Minister Jean Chrétien. This despite assertion of the author that Canada's foreign and defense ministers have only a fraction of the power they had before the end of the Cold War.
