      The article discusses the various challenges faced by the Hong Kong government after the turnover of its sovereignty to China. It states that the reversion has resulted to the structural transformation of the country's political system which includes arguments on the legitimacy of the Special Administrative Region (ASR)Government. It was inferred that the country's legal sector has also experienced problems. They include arguments on the development of the Societies and Public Order Ordinances in late 1996, cancellation of the collective bargaining law in October 1997 and the passing of the Adaptation of Laws Ordinance in April 1998.
