Redemocratization and decentralization in the Philippines: the increasing leadership role of NGOs.

The article discusses the process of non-governmental organizations (NGOs) involvement in formal local politico-administrative structures and processes in the Philippines. The notion of governance is re-examined. The emergence of NGOs is explained. The nature of governmental organizations (GO)-NGO partnerships in local governance and empowerment within the context of implementing the relevant provisions of the 1991 Local Government Code is discussed. It addresses redemocratization in the Philippine context, the decentralization and the 1991 Local Government Code and modalities for improving GO-NGO relationships within the context of the 1991 Local Government Code.
