      The article reports on the benefits of OffPeak program by PierPass Inc. for cargo owners operating at the ports of Los Angeles and Long Beach, California. The program eliminates 60,000 truck trips during busy hours. OffPeak also uses a congestion-pricing model that provides an incentive for cargo owners to move shipments at night and on weekends. In this connection, state and federal officials and business leaders have recommended OffPeak as a model for initiatives to lessen traffic impacts.
