      The article examines the absence of welfare reform as an issue in the 1976 United States presidential campaign. As welfare costs rose 20 percent in a single year under Republican president Gerald Ford, while the attempts of Democratic candidates to update liberal welfare policies had proved unpopular in previous elections, both the Republicans and Democrats have reasons to avoid the issue.
