      The article reports that the U.S. administration has reiterated its threat to veto a union "card-check" bill that would make it easier for workers to form unions. A Statement of Administration Policy said that the administration opposes any effort to circumvent supervised elections and private balloting. For now, at least, it is beside the point, since the forthcoming cloture vote on the bill is not expected to win the 60 votes necessary to proceed to final passage.
