      In the middle of the 18th century educators and other people concerned with youngsters' education in Western Europe became interested in the problem of children's and teenagers' delinquency. They turned their attention to the future generations and realized that honest members of society were becoming its support. Family, school and church did not always justify society's expectations, for these institutions did not always succeed in training young people. In the 19th century and the second part of the 20th century such social events as rapid industrial development, urbanization, the First World War and post-war changes in Europe caused the outburst of delinquency. Both state and social institutions were trying to find ways to curb this negative phenomenon. Therefore, the establishment of Women and Junior Police units took the responsibility to limit delinquency in Western European countries. The purpose of this article is to show a successful activity of such police units in Lithuania in 1938-1940, On the basis of concrete archival materials and legal acts, the authors explain how the police stations for juvenile affairs used to fight against juvenile delinquency in the Republic of Lithuania. The authors point to the fact that some youngsters participated in spreading press and books. They also emphasize the efforts of the mentioned state institutions to maintain youth morals, especially in Kaunas. On the other hand, the authors draw attention to the disciplinary offences caused by the policemen themselves, especially while observing public order at cinema theatres. Unfortunately, the state's efforts to improve legislation had no tangible results, and the activity of special units in the fight against juvenile delinquency was not effective. The positive fact was that Western European countries, in solving this problem, found followers and support in the Republic of Lithuania. In the districts of Kaunas and Vilnius the fight against juvenile delinquency was both preventive and legal, i.e. some legal acts became stricter. In the prevention of juvenile delinquency participated police officers and other professional workers who had necessary legal, economic or pedagogical qualification, however, a short-time existence of these special police units did not lay foundations for an effective selection of specialists.       Straipsnyje analizuojama nepilnamečių nusikaltėlių reikalų policijos nuovadų veikla Lietuvoje 1938-1940 m. A pžvelgiamas šių policijos nuovadų steigimas, struktūra, valdymas, pavaldumo ryšiai Kauno ir Vilniaus apskričių policijos vadams. Policijos tarnautojų siūlymai ir veikla nepilnamečių nusikalstamumo ribojimo sistemoje buvo ne tik prevencinio, bet ir baudžiamojo pobūdžio. Straipsnyje išskiriama Vakarų šalių patirtis nepilnamečių delinkvencijos srityje tarpukario laikotarpiu. Autoriai daro išvadą, kad siekiant apriboti nepilnamečių nusikalstamumą, tarpukario Lietuvoje nebuvo priimta pakantamai teisės aktų socialinės globos ir kitose srityse. [ABSTRACT FROM AUTHOR]
